Two decades in the United States Air Force, followed by executive responsibility for human resources, technology, operations, and enterprise compliance across the private, government, and nonprofit sectors. The pattern I keep encountering is the same. Capable organizations operating systems no one designed and processes no one owns. That gap is the practice.
The work is finished when your team no longer needs me in the room. You keep the process, the documentation, and the people who know how to run it.

Roles and accountability are unclear. Work happens, but no one can say who owns what, and decisions stall between functions.
Growth has outpaced structure. Headcount, programs, or locations expanded faster than the systems built to support them.
A transition is underway. Leadership change, succession, restructuring, workforce reduction, or a merger of functions that were never designed to work together.
People programs exist on paper but not in practice. Performance management, onboarding, development, and recognition were written once and never operationalized.
An accreditation or standard has to be met. CARF, ISO, or a comparable framework, where the requirement is a working quality management system rather than a binder assembled the month before the survey.
Technology was purchased but never adopted. A platform is in place and the process around it never caught up.
